ASECA is proud to announce that Richard M. Phillips has been selected as the ninth recipient of the William O. Douglas Award.

Mr. Phillips is a senior partner and head of securities at Kirkpatrick & Lockhart LLP. Mr. Phillips concentrates his practice in securities regulation, particularly investment management, broker-dealer and SEC enforcement. Mr. Phillips previously held various positions on the SEC staff, including Assistant to the Chairman, and was Staff Director of SEC Corporate Disclosure and Investment Company Studies. He was chairman of the Committee on Federal Regulation of Securities, Section of Corporation, Banking and Business Law from 1983 to 1986. Mr. Phillips also was a frequent lecturer at securities law conferences, including conferences sponsored by the American Bar Association, American Law Institute, Bureau of National Affairs, Federal Bar Association, Institutional Investor Magazine and Practicing Law Institute.
